This bill modifies the requirements for naturopathic doctors to obtain an endorsement to prescribe medications independently in North Dakota. Currently, naturopaths must first obtain a limited endorsement by entering a collaborative agreement with a supervising physician who reviews their first 100 prescriptions or 12 months of prescribing. The bill now provides three alternative pathways for naturopaths to obtain full prescribing endorsement within one year of completing the collaborative agreement: (1) passing a pharmacology examination approved by the board, (2) completing a 12-month clinical residency in naturopathic medicine at an accredited program, or (3) demonstrating substantial prescribing experience without disciplinary issues in another jurisdiction. The bill maintains the existing requirement for an initial collaborative supervision period and adds a new annual requirement of five hours of continuing education specifically focused on pharmacology of testosterone and legend drugs. Additionally, the board retains the ability to waive these requirements for naturopaths who can demonstrate equivalent prescribing experience from another jurisdiction with comparable standards. These changes aim to provide more flexible pathways for naturopathic doctors to gain independent prescribing authority while ensuring patient safety through supervised training and ongoing education.
