This bill introduces several changes related to school zones and housing development. First, it requires each county school board to submit an annual Student Residency and School Zones Report to the Department of Planning and the Interagency Commission on School Construction, starting July 1, 2025. The report must include school zone boundaries and attendance area maps, as well as student residence locations, but without including any personal identifying information about students. The Interagency Commission on School Construction will be responsible for establishing the formatting and submission requirements for these reports. Additionally, the bill removes a previous provision that allowed the Interagency Commission to make enrollment deductions for adjacent schools when calculating State construction allocations. Importantly, the bill also limits county Adequate Public Facilities Ordinances (APFOs), which regulate housing development based on infrastructure capacity, preventing such ordinances from restricting housing development for more than 4 years after enactment. The bill is set to take effect on June 1, 2025, and aims to improve transparency in school zoning and facilitate housing development.
