This bill modifies Maryland's state law regarding veteran burial eligibility in state veterans' cemeteries, expanding the definition of a "veteran" to include members of the U.S. Public Health Service and National Oceanic and Atmospheric Administration commissioned corps, as well as National Guard and military reserve members who have completed their contractual service obligations. The bill also changes the burial fee structure, introducing a new policy where National Guard and military reserve members or their eligible dependents will be required to pay a burial fee equivalent to the annual plot allowance established by the National Cemetery Administration, while other veterans and their eligible spouses or dependents will continue to receive free burial. To qualify for burial in a state veterans' cemetery, applicants must meet national veterans' cemetery burial requirements, and National Guard or military reserve members must have been a state resident when entering the armed forces, at the time of death, or have resided in the state for at least two years (with potential waivers for compelling reasons). The changes will take effect on July 1, 2025, and aim to create a more inclusive definition of veteran service and establish a standardized fee structure for burial in state veterans' cemeteries.
