This bill amends North Dakota's existing law regarding vehicle stops at railroad crossings by making a few key modifications. Currently, certain types of vehicles carrying hazardous materials or passengers (like buses and school buses) must come to a complete stop between 15 and 50 feet from railroad tracks, look and listen for approaching trains, and only proceed when safe. The bill adds the word "exempt" to the provisions allowing the state director to designate crossings where stopping is not required, expanding the previous language that only referred to "out-of-service" crossings. Additionally, the bill removes a provision that previously limited out-of-service crossing designations only to abandoned or discontinued tracks. The bill maintains existing requirements that road authorities must erect signs at designated crossings and that all signs must conform to the manual on uniform traffic-control devices. This change provides more flexibility for the director in designating crossings where full stopping may not be necessary, potentially improving traffic flow while maintaining safety standards.
