Provides that the state board of education may not require certain individuals to take or pass a written examination to be eligible to receive a literacy endorsement.

AI Summary

This bill modifies requirements for literacy endorsements for teachers in Indiana, primarily focusing on professional development hours and examination procedures. Specifically, the bill reduces the required professional development hours from 80 to 40 for teachers renewing practitioner or accomplished practitioner licenses who provide literacy instruction in prekindergarten through grade 5. The professional development must be aligned with the science of reading, either provided by an International Dyslexia Association-accredited organization or aligned with Knowledge and Practice Standards for Teachers of Reading. The bill removes the written examination requirement for receiving a literacy endorsement for these teachers, meaning the state board of education cannot mandate a written test for eligibility. The professional development must still focus on key literacy instruction skills such as phonemic awareness, phonics, fluency, vocabulary, and comprehension, and should provide individualized support and opportunities for implementing strategies with feedback. The department of education will continue to approve and provide the necessary professional development and establish procedures for teachers to add the literacy endorsement to their licenses.
