This bill amends Wyoming state law regarding pari-mutuel wagering by introducing a definition for "breakage" (the odd cents remaining in a pari-mutuel betting pool after calculating winnings) and modifying how these funds are distributed. Specifically, the bill requires that breakage from historic pari-mutuel events (which typically refers to previously recorded horse racing events) be paid to the state commission, in addition to the existing requirements that permittees pay a percentage of total wagered amounts. Permittees must now report and pay the breakage amount to the state treasurer, who will credit it to a separate account.
