This bill standardizes basic training and certification requirements for long-term care workers who provide in-home care for family members, including spouses or domestic partners. The bill amends existing laws to clarify and expand training requirements for various categories of in-home care providers. Specifically, it modifies exemptions from certification for long-term care workers caring for family members, including children, parents, siblings, and spouses or domestic partners. Beginning July 1, 2026, spouses or domestic partners providing in-home care will be required to complete 15 hours of basic training and at least six hours of additional focused training tailored to the care recipient's specific needs within 120 days of becoming a long-term care worker. The bill also adds a new provision requiring long-term care workers providing care through veterans affairs home and community-based programs to complete 35 hours of training, with five hours to be completed before providing care (including two hours of orientation and three hours of safety training). The legislation aims to ensure that family members providing in-home care receive appropriate training to support quality care delivery, while maintaining flexibility for different family caregiving situations.
