This bill establishes a credentialing pilot program for direct support professionals (DSPs) in New York State to enhance the quality and professionalization of direct care support. The pilot aims to promote direct support work as a career by creating advancement opportunities, developing advanced skills, improving workforce recruitment and retention, and enhancing the health and safety of service recipients. Key components include a credentialing and education program utilizing best practices and competency standards, and a comprehensive training program with online training, mentorships, and support groups. An advisory council of 22 members will oversee the program, representing various stakeholders such as DSPs, providers, higher education institutions, and self-advocates. By November 2028, the office must submit a detailed report to state leadership evaluating the pilot's progress, including data on recruitment, retention, credentialing, service quality, wage impacts, and barriers to implementation, with recommendations for potential statewide expansion of the credentialing program.
