This bill provides an exemption for $6,000,000 from the general fund that was originally appropriated to the North Dakota Department of Public Instruction for free meal grants. The bill allows any unspent funds from the current biennium to be carried over into the next biennium (July 1, 2025 to June 30, 2027), specifically to help school districts address "qualified delinquent meal debt," which is defined as meal debt incurred between July 1, 2023, and June 30, 2025. The funding will be distributed to school districts proportionally based on their share of total statewide qualified delinquent meal debt, with each district receiving no more than their actual documented delinquent meal debt as of June 30, 2025. Additionally, the superintendent of public instruction is required to provide a report to the legislative management detailing the continued funding, total delinquent meal debt by school district, and the grant funding provided to each school district. This bill aims to help school districts manage outstanding meal debt and ensure students continue to receive free meals despite financial challenges.
