This bill establishes a comprehensive paid family and medical leave program in Indiana, to be administered by the Department of Workforce Development beginning July 1, 2027. The program will provide employees with up to 12 weeks of paid leave per year for various qualifying reasons, such as caring for a newborn child, caring for a family member with a serious health condition, addressing one's own serious health condition, or supporting a military service member. Employees who have earned at least $6,300 from an employer in the previous 12 months or are self-employed and have opted into the program will be eligible. The program will be funded through payroll contributions from employers and employees, not exceeding 0.7% of an employee's wages, with employers able to deduct up to 50% of the contributions from employee wages. The weekly benefit will be calculated on a sliding scale based on the employee's average weekly wage, with lower-wage workers receiving a higher percentage of their wages (up to 90%) and a maximum weekly benefit equal to the state average weekly wage. The bill includes protections against discrimination, requires employers to provide notice about the program, and allows for private plans that meet the same benefits as the state program. The Department of Workforce Development will establish a family and medical leave fund and conduct annual reporting on the program's implementation and usage.
