Authorizes the electronic transfer of funds from the state treasury on behalf of an employee of a state agency in payment of a loan made by a depository institution to the employee under the same terms and conditions that apply to an NLC loan.

AI Summary

This bill establishes a framework for nonprofit loan center (NLC) loans for state employees in Indiana, requiring state agencies to partner with local NLCs by September 2025-2027 (depending on the type of agency) to offer voluntary payroll deductions for small, consumer-friendly loans. The bill defines an NLC loan as a loan with a maximum principal of $1,000, a minimum 12-month term, an annual interest rate not exceeding 18%, limited fees (maximum $35 application fee), no security requirements, and minimal credit checks. State agencies must allow eligible full-time employees to voluntarily set up and revoke payroll deductions for these loans at any time, and the state comptroller is authorized to electronically transfer funds to the NLC lender on behalf of employees who provide written authorization. The bill also allows depository institutions to offer similar loans under the same terms and conditions. The legislation aims to provide state employees with an alternative, low-cost borrowing option through nonprofit lenders, with an emphasis on financial accessibility and employee choice.
