This bill requires owners and sellers of electric bicycles (e-bikes) and electric scooters (e-scooters) to use and provide fire-resistant blankets, bags, or containers when charging lithium-ion battery packs. Specifically, when charging an e-bike or e-scooter, users must place the battery pack under a fiberglass fire-resistant blanket or in a fire-resistant bag or container. If the battery cannot be removed for separate charging, the entire device must be covered with a fire-resistant blanket. Sellers of e-bikes and e-scooters must include a fire-resistant blanket, bag, or container with each vehicle purchased.
