This bill amends the real property law to provide additional protections for residents of manufactured home parks by requiring park owners to provide written justification for rent increases exceeding three percent. Specifically, when a park owner wants to raise rent by more than 3%, they must provide a detailed written explanation for the increase and make supporting documentation available to residents upon request. For rent increases related to maintenance or repairs, the park owner must now demonstrate that the work was necessary to meet their warranty of habitability obligations and that the rent increase is no more than the actual and reasonable cost of the work performed. This provision aims to prevent arbitrary or excessive rent increases by requiring park owners to transparently justify any significant rent hikes and ensure that increases are directly tied to legitimate, necessary improvements or maintenance. The bill provides added financial protection for manufactured home park residents who might otherwise be vulnerable to sudden or unjustified rent increases.
