This bill creates a new process for handling tax sale parcels in consolidated cities (large cities with a consolidated city-county government) that are in violation of local building codes or ordinances. The bill allows county treasurers to require purchasers of specific tax sale properties to submit remediation plans detailing how they will bring the properties into compliance with local building codes after the redemption period ends. The county treasurer can designate up to 5% of parcels in a tax sale for this special treatment, which will be sold as a separate part of the regular tax sale. When a tax deed is issued for such a property, the deed must include a requirement that the purchaser remedy any building code violations within 18 months. If the purchaser fails to address these violations, the property becomes subject to forfeiture. Additionally, the county executive must provide an annual report to the legislative council about this remediation program. The bill explicitly excludes properties that are used as a principal residence and have received a homestead standard deduction from these requirements. This legislation aims to help consolidated cities improve property conditions and encourage responsible redevelopment of problematic properties.
