This bill mandates that cultural competency training, defined as the knowledge and skills to understand and interact with diverse populations, be incorporated into the basic training and pre-employment curricula for various public service professionals across New York State. Specifically, this training will be required for state and municipal police officers, sheriffs, members of fire departments and companies, corrections officers, first responders, emergency medical technicians (EMTs), and advanced emergency medical technicians (AEMTs). The training must constitute at least five percent of the basic and pre-employment course content and be provided by an accredited educator or body. The Superintendent of the State Police will establish the initial policies and procedures for this training, which will then be disseminated to other relevant agencies for implementation.
