This bill allows members of the Red Knights International Motorcycle Club (RKIM) residing in New York to request a distinctive license plate featuring the club's name. To obtain these special plates, RKIM members must apply to the Department of Motor Vehicles (DMV) and provide proof of their club membership. The plates will be issued in the same manner as standard registration plates, with the regular registration fee plus an additional $30 annual service charge. Before the plates can be designed and issued, the RKIM must either provide a $6,000 surety bond or demonstrate that at least 200 members have pre-ordered the plates and paid the associated service charge. If fewer than 200 plates are sold within two years of becoming available, the DMV can recover a proportional amount from the bond. The service charges collected will be deposited into a special DMV distinctive plate development fund. The bill will take effect 180 days after becoming law, with provisions allowing the DMV to prepare necessary regulations in advance.
