This resolution directs the Joint Legislative Audit and Review Commission (JLARC), a legislative oversight agency, to conduct a comprehensive study on book removals from public school libraries in Virginia between July 1, 2020, and December 31, 2024. The study aims to examine the processes and reasons behind book removals, focusing on instances where books were removed due to sexually explicit or objectionable content. JLARC will survey all 135 school divisions to collect detailed information about each removed book, including its title, removal date, the school involved, and the decision-making process behind its removal. The resolution seeks to understand whether removals were initiated by challenge committees, school administrators, or board members, and whether these removals were justified under existing state education policies. Additionally, the study will investigate which school divisions have established review committees for library books and explore available state-level resources to support administrators in making book removal decisions. JLARC is required to complete its meetings by August 1, 2025, and submit an executive summary of its findings and recommendations by October 1, 2025, which will be posted on the General Assembly's website.
