This bill creates a new category of motorcycle registration called the "Iron Horse" registration plate for motorcycles that are at least 35 years old and owned as collector's items used solely for exhibition and educational purposes. Owners can obtain a special permanent registration plate by paying a $7 fee and submitting either a witnessed bill of sale or an affidavit stating the motorcycle was assembled from parts of vehicles at least 35 years old. The registration plate will feature the words "Iron Horse", "Land of Enchantment", and "New Mexico" and will not have an expiration date. When the motorcycle is transferred to a new owner, the registration plate will remain with the vehicle. Beginning July 1, 2029, owners will need to revalidate the plate every five years by paying a $5 fee, and they can obtain a duplicate plate for $7 if the original is lost. Violations of these registration requirements will be considered a penalty assessment misdemeanor. The bill also updates the existing penalty assessment schedule to include a $25 penalty for Iron Horse registration violations. The new law will take effect on July 1, 2025.
