AI Summary

This bill makes comprehensive changes to Nevada's laws regarding parentage, adopting the Uniform Parentage Act of 2017. It introduces a gender-neutral approach to establishing parent-child relationships, expanding the ways parentage can be determined and recognized. The bill establishes new provisions for voluntary acknowledgment of parentage, allows for genetic testing with specific guidelines, and permits courts to recognize more than two parents in certain circumstances. Key innovations include allowing a person claiming to be a de facto parent to be adjudicated as a parent if certain conditions are met, and providing significant autonomy to gestational carriers in making health care decisions during pregnancy. The legislation also modernizes language around parentage, moving away from terms like "father" and "mother" to more inclusive terminology. Additionally, the bill provides detailed procedures for challenging parentage, establishes how parentage can be determined in various scenarios (including assisted reproduction), and ensures that the best interests of the child are paramount in any legal determinations. The changes are comprehensive, affecting multiple areas of Nevada law related to family relationships, birth certificates, and parental rights.
