Both cities must provide quarterly updates on these programs, post program information on their websites, and include workforce development opportunity notifications in utility bills. The cities are required to submit annual reports to the Department of Employment, Training and Rehabilitation and the Legislative Counsel Bureau describing their workforce development efforts. The bill also introduces new requirements for the North Las Vegas Charter Committee, mandating that committee members receive training on ethical standards and local government regulations, and specifying that city officials cannot interfere with the committee's duties. Furthermore, the bill requires the North Las Vegas City Clerk to take a constitutional oath of office and mandates that the City Manager submit annual reports to the Committee on Local Government Finance detailing the projected and actual budgets of special revenue funds, including a retrospective report covering the period from July 1, 2013, to June 30, 2023.
