This bill requires state agencies and local governments to increase transparency by annually publishing detailed information about their purchasing and public works contracts on their websites. Specifically, by September 1st each year, these government entities must post four key pieces of information for the previous fiscal year: the total number of contracts awarded, the total dollar amount of those contracts, the number of contracts awarded to specific types of businesses (minority-owned, women-owned, LGBTQ-owned, and veteran-owned), and the total dollar amount of contracts awarded to those same business categories. The bill defines these business types as those where at least 51% of ownership is held by individuals from the respective groups, such as a business owned by a veteran or by someone who identifies as LGBTQ. For LGBTQ-owned businesses, this includes businesses owned by individuals who identify as lesbian, gay, bisexual, transgender, queer, intersex, or have any non-heterosexual or non-cisgender orientation. The bill aims to promote visibility and potentially support diversity in government contracting by requiring this detailed public reporting across multiple chapters of Nevada Revised Statutes governing different types of government contracts. The new requirements will take effect on July 1, 2024.
