This bill creates the Spaceport Exploration Committee, a diverse group of 13 members including state legislators, government officials, university representatives, military liaisons, and aerospace industry leaders, tasked with investigating the potential for establishing a spaceport in Utah. The committee will conduct a comprehensive spaceport feasibility study and siting assessment, which will include evaluating market demand, economic impacts, potential activities (such as satellite launches, scientific missions, commercial space flights, and space tourism), and analyzing potential locations considering factors like geographic suitability, infrastructure needs, environmental impact, and regulatory compliance. The committee is required to establish key objectives, evaluate supported activities, assess state advantages and disadvantages, and ultimately make recommendations to the Legislature about whether establishing a spaceport is in Utah's best interest. The bill provides the committee with the authority to hire consultants, create advisory groups, and includes a one-time appropriation of $1,000,000 from the General Fund Restricted - Industrial Assistance Account to support their work. The committee must submit a detailed report to legislative committees by September 30, 2026, and the entire Spaceport Exploration Committee initiative is set to be repealed on July 1, 2027.
