This bill provides a $250,000 appropriation from the state's general fund to New Mexico Highlands University to conduct a comprehensive feasibility study regarding the potential state acquisition of Star Axis, a privately owned sculptural observatory located in San Miguel County. The study, to be conducted over fiscal years 2025-2027, will specifically investigate four key areas: (1) determining the cost of upgrades necessary to make the site publicly accessible, (2) analyzing the long-term annual operational, maintenance, and staffing requirements, (3) exploring potential scientific and educational uses of the site, including possible partnerships with educational institutions statewide, and (4) evaluating the potential for establishing a land art tour network to promote visitation of land artworks in New Mexico. Any unspent funds from the appropriation will revert back to the general fund at the end of fiscal year 2027. Star Axis appears to be a unique artistic and potentially scientific site that the state is considering preserving and potentially making accessible to the public through this feasibility study.
