The bill maintains existing requirements for delivery agents, who must complete a specific form and present government-issued photo identification or have their identity verified by the city or town clerk. Additionally, the bill limits delivery agents to delivering no more than 4 absentee ballots per election, with exceptions for nursing home administrators, their designees, and family members. If absentee ballots are received after the polls close, they will be recorded in the voter registration database, marked as rejected, and kept unopened until they can be destroyed along with other election ballots. The bill will take effect 60 days after its passage, providing time for election officials and voters to adjust to the new deadline.
