This resolution, titled the Fair Representation Amendment, directs 16 specific congressional committees to conduct a comprehensive review of laws within their respective jurisdictions and submit proposed changes to the Committee on Oversight and Government Reform within 6 months of the resolution's adoption. The primary objective of these reviews is to reduce excessive discretionary power held by the Executive Branch in implementing laws. The committees tasked with this review span a wide range of policy areas, including agriculture, armed services, budget, energy and commerce, education, financial services, foreign affairs, judiciary, and others. After receiving recommendations from these committees, the Committee on Oversight and Government Reform is required to quickly draft and report legislation that incorporates these recommendations without substantive alterations, which will be known as the Article One Restoration Act. The resolution appears aimed at rebalancing power between the legislative and executive branches by limiting executive discretion in law implementation.
