This bill, called the "Let America Vote Act," requires states to allow unaffiliated voters (individuals not registered with a political party) to participate in primary elections for federal, state, and local offices. Under the bill, states must permit unaffiliated voters to vote in primary elections, but an unaffiliated voter can only vote in the primary of one political party. The bill also prohibits states from sharing an unaffiliated voter's personal information with political parties or using that voter's primary election participation to designate them as affiliated with a specific party. To incentivize compliance, the bill offers states transition assistance grants equivalent to 2% of their existing election requirements payments for the first five fiscal years after implementation. Additionally, the bill includes a provision explicitly prohibiting noncitizens from voting in any taxpayer-funded elections at federal, state, and local levels. States that want to receive federal election administration funds must certify that they are not allowing noncitizens to vote. The act would apply to elections held after its enactment date and aims to increase voter participation by removing barriers for unaffiliated voters while maintaining election integrity by restricting voting to U.S. citizens.
