This bill, known as the "No Free Rent for Freeloaders Act of 2025", establishes a monitoring and penalty mechanism for public housing agencies that fail to enforce community service and self-sufficiency requirements. Specifically, the Department of Housing and Urban Development's (HUD) Inspector General is required to conduct an annual review of public housing agencies to assess noncompliance with existing community service requirements and calculate the total amount of federal subsidies paid for dwelling units occupied by tenants who are not meeting these requirements. By September 30 each fiscal year, the Inspector General must publish these findings in the Federal Register. As a consequence of noncompliance, the bill mandates an automatic rescission of funds from HUD's Management and Administration account, with the amount rescinded equal to the total federal subsidies for noncompliant units in the previous fiscal year. This rescission will occur on October 15 or on the date of enactment of HUD's appropriations act, whichever is later. The bill aims to incentivize public housing agencies to ensure tenants are fulfilling community service obligations and actively working towards self-sufficiency.
