This bill amends Section 236 of the general municipal law to clarify the powers and responsibilities of city and village planning commissions. The bill maintains existing provisions that allow municipal bodies to refer various urban planning matters to planning commissions for review, such as maps, drainage and sewer plans, public waterfront developments, building locations, and recreational spaces. The key addition is a new provision that ensures the legal and regulatory standards in effect at the time an application and environmental assessment form are filed will continue to apply throughout the entire review process, including during any potential appeals. This provision aims to provide consistency and predictability in the review of proposed municipal actions by preventing mid-process changes to applicable rules. The bill also preserves existing provisions that do not limit the powers of art commissions or other municipal bodies in reviewing and approving projects. The amendment takes effect immediately upon passage.
