This bill establishes a healthy savings pilot program within the New York State Department of Health designed to reduce food insecurity and health inequity by providing discounts on healthier food choices. The program will be implemented in three cities with significant food insecurity challenges and will require at least one million people to have access to the initiative. Participants will receive discount cards and have access to a companion phone application and website that shows which healthy food items are currently discounted and where they can be purchased. The discounts will apply to the healthiest quarter of items sold in participating grocery stores and supermarkets, as determined by the commissioner of health. The department will actively seek funding and pursue public-private partnerships with grocery stores, supermarkets, and health-focused organizations. Additionally, the health department is mandated to monitor the program's effectiveness and report to the legislature annually, beginning within one year of the program's implementation, to assess its impact on food insecurity and health equity.
