This bill amends the agriculture and markets law to establish new standards for the confinement of certain farm animals, specifically pigs during pregnancy, calves raised for veal, and egg-laying hens. The legislation prohibits farmers from tethering or confining these animals in a manner that prevents them from lying down, standing up, fully extending their limbs, or turning around freely. The bill defines key terms such as "farm," "enclosure," and specific animal categories, and provides exceptions for activities like transportation, veterinary procedures, and research. Violations of this law would constitute a class A misdemeanor, punishable by up to one year in prison and/or a fine of up to $1,000. The bill allows local jurisdictions to enact additional animal welfare laws, as long as they do not conflict with this legislation, and ensures that existing animal cruelty protections remain in place. Enforcement would be carried out by the department and agents of animal cruelty prevention societies. Importantly, the law will not take effect until 24 months after it becomes law, giving farmers time to adapt to the new requirements.
