This bill requires the New York State Division of the Budget to engage in a mandatory consultation process with tribal nations, state agencies, and other stakeholders before developing the annual budget for programs that operate in nation-to-nation partnerships with recognized tribal nations. The consultation, which must occur before December 1st each year, will focus on identifying funding needs for facilities such as schools, health clinics, and libraries that are established through existing treaties. During these consultations, participants will discuss base funding levels, potential updates to existing contracts, and the potential need for supplemental funds. After completing the consultation process, the division of the budget must deliver the consultation results to key government leaders, including the governor, senate and assembly leaders, minority leaders, and leaders of the consulted tribal nations. The bill aims to ensure more collaborative and comprehensive budget planning that directly involves and considers the needs of tribal nations in New York State, with the goal of adequately supporting critical community facilities and services.
