This bill directs the New Hampshire Department of Transportation (DOT) to issue a Request for Proposals (RFP) for using the Conway Branch Line as an active railroad by October 1, 2025, which will be open to both common and private carriers. The DOT is also required to assess the costs and potential for converting the existing rail line to a recreational trail, seeking funding through private donations, grants, or sale of existing rails. Additionally, the bill establishes a study committee to investigate the future of railroads in New Hampshire, composed of six members (four representatives from the House and two from the Senate), who will examine railroad issues in the state. The committee is tasked with electing a chairperson, meeting within 45 days of the bill's effective date, and producing two reports: an initial report by November 1, 2025, and a final report by November 1, 2026. The committee members will receive mileage reimbursement at the legislative rate, and their findings and recommendations will be distributed to key state officials, including the governor, legislative leadership, and the state library.
