This bill establishes two new tuition scholarship award programs for medical students, one for New York state residents and another for non-resident students living within 150 miles of New York's borders. For resident medical students, the program will provide full tuition scholarships for up to four years (or the actual time required to complete an approved medical program) at state-supported medical schools offering Doctor of Medicine (M.D.), Doctor of Osteopathy (D.O.), or equivalent degrees. Recipients must agree to reside and work exclusively in New York state for a number of years equal to the scholarship duration after graduation, or risk having the scholarship converted to a student loan. For non-resident students, the scholarship will cover two-thirds of annual tuition. Both programs will begin in the 2026-2027 academic year, with recipients receiving annual payments upon successful completion of each academic year. The state's educational corporation is authorized to establish rules and regulations for implementing these scholarship programs, which aim to support medical education and encourage medical professionals to practice in New York state.
