This bill requires the Office for the Aging to develop comprehensive elder abuse prevention training and educational programs in collaboration with the Office of Children and Family Services and the Division of State Police. The training will cover various types of elder abuse, including physical, sexual, emotional, and financial abuse, as defined by social services law. The director must establish written procedures for senior centers and contractors to handle abuse situations, develop a training program for service providers that includes detection, reporting, and counseling techniques, and mandate that employees who have significant direct contact with seniors receive initial and refresher training every three years. Additionally, senior centers will be required to conduct at least two educational sessions annually to raise awareness about elder abuse, teach prevention strategies, and provide guidance on detecting and reporting abuse. The bill aims to improve the ability of senior service providers to recognize, respond to, and prevent elder abuse through structured, ongoing education and training. The provisions will take effect 120 days after the bill becomes law.
