This bill requires owners of multiple dwellings (apartment buildings) in cities with a population of one million or more (which essentially means New York City) to create a secure, dedicated space for package deliveries. The designated package area must be a locked room or space that is only accessible to staff, residents, or delivery people, and must be monitored by a camera or surveillance device. Importantly, this package space cannot be located in the building's vestibule or lobby. If no such space is available in the building, staff must deliver packages directly to residents' doorways. The bill stipulates that creating this package room cannot result in additional costs for tenants. If a building owner fails to provide a secure package delivery area, they would be financially responsible for replacing any lost or stolen packages, provided the tenant can provide evidence of the delivery and item value (such as a delivery confirmation). The bill would take effect 90 days after becoming law, giving building owners time to implement the new requirements.
