This bill establishes the Housing Opportunity and Pathways to Education (HOPE) pilot program, designed to support homeless families and those at risk of homelessness through a comprehensive, multi-level service approach. The Tennessee Housing Development Agency (THDA) will develop and manage the program, creating facilities in eligible counties that include spaces for health clinics, community rooms, adult learning programs, and child-focused areas. The program will offer four graduated service levels, progressively supporting participants from basic assistance (like obtaining identification and accessing food and clothing) to ultimately achieving stable, permanent housing with support services such as job training, mental health care, and family reintegration. Participants will receive personalized case management from licensed social workers, with a streamlined process for obtaining identification documentation and access to various support services through local nonprofit organizations. The program will operate on a time-limited basis, expiring on July 1, 2030, and is initially targeted at counties with a population between 100,000 and 101,000 residents. Nonprofit organizations can receive grants to participate in the program, and once an applicant is accepted, state and local entities must respond to service requests within five business days.
