AI Summary

This bill authorizes the Director of the Bureau of Parks and Lands (a part of the Department of Agriculture, Conservation and Forestry) to complete two specific land transactions. First, the director is permitted to convey the state's interest in 47 leased lots and 14 adjacent vacant lots located in Lincoln Plantation, with the requirement that a survey must first be completed to determine the precise boundaries of these lots. The survey costs can be included in the purchase price, though recording costs cannot be paid by the bureau. Second, the bill allows the director to exchange a small leased parcel and up to 0.25 acres of additional land in Sandy River Plantation through a value-for-value transaction in order to obtain a deeded right-of-way across an adjacent parcel. This bill requires a two-thirds vote of the Maine Legislature, as mandated by the Maine Constitution's provision regarding the alteration or reduction of state-held conservation or recreation land.
