This bill enacts the "AC in Residencies (AIR) Act", which requires certain multiple dwellings and multiple residences to install permanent cooling and dehumidification equipment in at least one indoor common gathering space. Specifically, the bill applies to buildings that are over 80 feet tall, have more than 100 residents, or are operated for occupancy by persons 55 years of age or older under the federal Fair Housing Act. These designated cooling centers must be made available to residents when the outdoor heat index exceeds 80 degrees Fahrenheit. Building owners have up to two years to comply with the requirement and may use temporary or portable cooling equipment during this transition period. The bill amends both the multiple dwelling law and the multiple residence law to implement these provisions, and it will take effect 180 days after becoming law. The goal of the legislation appears to be to provide relief and protect vulnerable populations from extreme heat by ensuring access to cooled indoor spaces during high-temperature periods.
