This bill establishes protections for minors featured in compensated video content, defining "online platform" as any website or digital application where content is shared, "family" as closely related individuals, "content creation" as video shared for compensation, and "content creator" as an individual or entity creating such content, excluding minors who produce their own videos. A minor is considered featured if their likeness appears in at least 30% of a content creator's videos within a 30-day period and those videos meet a compensation threshold, and such minors are not considered child performers. Content creators featuring these minors must establish a trust account for them, hold a percentage of earnings for the minor's benefit until they reach adulthood, and maintain detailed records of content creation, compensation, and trust account deposits, which must be provided to the minor. Minors aged 13 and older can request the permanent deletion of their content from online platforms, which must comply within seven days, and contracts between creators and platforms must notify them of these rights. The bill also allows for civil actions to enforce these provisions and for the commissioner to take enforcement action.
