Bird-friendly design is defined to include specific materials that are less likely to cause harm to birds, installations that address bird hazards, and the avoidance of "fly-through conditions," which occur when glass creates the illusion of a clear path through a building. This exemption would apply to new construction or improvements initiated on or after January 1, 2027, in cities with a population of one million or more, but only if the local government adopts a law to allow it. The exemption would be based on the cost of the bird-friendly materials and would provide 100% tax relief for the first six years, gradually decreasing over the following four years. To qualify, the construction must exceed $10,000 and be properly documented, excluding ordinary maintenance and repairs.
