This bill modifies reliability requirements for electric generation facilities in the Electric Reliability Council of Texas (ERCOT) power region, introducing several key changes. The legislation expands exemptions from penalties for generation facilities, including protections for resources with planned maintenance or transmission outages, those already subject to performance obligations during high-reliability risk hours, and facilities that can demonstrate the ability to operate for 24 continuous hours at or above their seasonal average generation capability. Generation facility owners with existing power purchase agreements are granted a grace period for compliance until their current agreements expire.
