This bill establishes the Inclusive Higher Education Grant Program to fund programs at colleges and universities that aim to increase postsecondary educational opportunities for students with intellectual disabilities, developmental disabilities (defined as a significant mental or physical impairment that manifests before age 22, is likely to be lifelong, and causes substantial limitations in at least three major life areas), or autism spectrum disorder. The program will be administered by the Department of Health and Human Services, which will award competitive grants to institutions that develop program plans offering students the same rights and experiences as students without disabilities, ensuring access to academic courses and campus life, supporting competitive employment, promoting self-determination, and offering peer mentoring. Importantly, these programs will not require a high school diploma or a standardized college entrance exam for admission, and a portion of the grant funds must be used for student scholarships. Institutions receiving grants will report on their program's sustainability and needs, while the department will report on the program's overall effectiveness to the legislature, with initial funding of $50,000 allocated for start-up costs. The bill is declared an emergency measure, meaning it will take effect immediately upon approval, to allow its findings to inform the design of the Lifespan Waiver, a Medicaid program for individuals with intellectual or developmental disabilities or autism spectrum disorder, which is expected to be implemented in 2025.
