AI Summary
This bill enhances benefits and protections for members of the Indiana National Guard in several key ways. It increases the state-paid funeral expenses for a National Guard member who dies in active service from $8,800 to $20,000 and expands the definition of a state employee to include National Guard members serving on state active duty, which makes them eligible for worker's compensation. The bill allows the adjutant general to procure medical insurance for National Guard members on state active duty and adds several new awards and decorations that can be bestowed, including an Outstanding Airman or Soldier of the Year Medal and an Exemplary Fitness Medal. Additionally, the legislation broadens the National Guard tuition supplement program, allowing scholarship applicants to use funding for credential-certifying programs, trade certifications, and apprenticeships for in-demand occupations. For scholarship recipients who also receive a twenty-first century scholars program scholarship, they can now use the National Guard tuition supplement to cover qualified educational expenses and room and board for two years. The bill also provides legal protections for National Guard members, ensuring they will be defended by the state if faced with civil or criminal proceedings while performing their duties.
