This bill directs community services boards (CSBs) in four specific regions of Virginia (Regions 1, 3, 4, and 5) to establish a Regional Older Adults Facility Team (RAFT) to provide specialized services for older adults with mental illness and dementia. The new RAFT teams will be modeled after an existing successful program in Region 2, with each regional CSB required to collaborate with the Department of Behavioral Health and Developmental Services (DBHDS) to develop their team. The CSBs must submit their implementation plans, including resource requirements, to the Department by September 1, 2025. Following this, the Department is mandated to provide a consolidated report to key legislative committees, including the House Appropriations Committee, the Senate Finance and Appropriations Committee, and the Behavioral Health Commission, by November 1, 2025. The goal of this bill is to expand comprehensive mental health and dementia support services for older adults across more regions of Virginia, building upon a proven regional approach.
