AI Summary
This bill modifies the existing legal framework for watershed development commissions in Indiana, focusing on several key areas. The bill expands the scope and powers of watershed development commissions by allowing counties to join a commission if any portion of a designated watershed lies within their boundaries, instead of the previous requirement of at least 10%. It modifies the composition of commission boards to include more diverse representation, such as adding members from county soil and water conservation districts and county executives. The bill also broadens the commissions' authorized activities to include soil and water conservation, nutrient management, and water quality monitoring. Additionally, the bill introduces new provisions for commissions to acquire land in flood plains, adopt rules restricting construction in flood-prone areas, and establish specific budget allocations for various watershed-related activities. The legislation requires commissions to develop comprehensive flood damage reduction and drainage plans, and provides mechanisms for inter-county cooperation and project review. Notably, the bill removes references to recreational purposes and shifts the focus more towards environmental protection, flood mitigation, and water resource management. The changes aim to enhance the effectiveness of watershed development commissions in addressing water-related challenges across Indiana.
