This bill directs the statewide career and technical education (CTE) task force to expand and strengthen educational opportunities in maritime professions by amending an existing law. The task force, established in the office of the superintendent of public instruction, will include representatives from various education and industry sectors, such as CTE organizations, aerospace, construction, maritime interests, community colleges, skill centers, and workforce development. The task force is specifically charged with developing recommendations in three key areas: (1) expanding work-integrated learning opportunities, with a new focus on maritime education programs approved by the United States Coast Guard for certification and watchkeeping credentials; (2) improving the administration of CTE core plus programs through industry collaboration; and (3) creating a model framework for establishing and operating CTE core plus programs. This framework will consider factors like curriculum development, industry partnerships, professional development, and student placement opportunities. The task force is required to submit its findings and recommendations to the governor, legislative committees, and state board of education by November 15, 2025, with the entire section of the law expiring on June 30, 2026.
