The manual must include specific instructions on battery storage, charging protocols, and safety guidance, such as what to do if a battery overheats, leaks, emits strange odors, or shows physical changes. The bill mandates that the manual also include a website address where electronic versions are available in English and the twelve most common non-English languages. Violations of these requirements will result in fines, with a first offense punishable by up to $250 and subsequent offenses punishable by up to $1,000. The bill does not exempt entities from complying with other local safety and informational regulations, and it aims to improve consumer safety and understanding of lithium-ion battery-powered devices.
