This bill amends the New York vehicle and traffic law to expand the authority to establish school speed limits. Currently, the Department of Transportation can set speed limits on state highways, with a minimum of 25 miles per hour. The bill allows county legislative bodies, or municipalities/school districts delegated by counties, to establish school speed limits of not less than 15 miles per hour on highways near school buildings. Specifically, these reduced speed zones can extend up to 1,320 feet (a quarter mile) on highways passing school entrances, exits, or buildings. This change gives local governments more flexibility in creating safer driving conditions around schools by potentially lowering speed limits in school zones. The bill will take effect on the first of November following its passage into law, providing local authorities a new tool to enhance pedestrian safety near educational institutions.
