This bill establishes a new youth mental telehealth services program designed to improve mental health access for children, adolescents, and young adults, particularly in response to the mental health challenges exacerbated by the COVID-19 pandemic. Specifically, the New York State Office of Mental Health and Office of Addiction Services and Supports will create a program that provides up to five free telehealth mental health services annually for youth who may have difficulty accessing in-person mental health professionals. These services will cover acute crisis response, mental health assessments, and initial care to help reduce barriers to long-term mental health treatment. By August 1, 2025, the offices must establish a web-based portal, selected through a competitive bidding process, that will serve as a platform for youth and providers to access these telehealth services.
