AI Summary
This bill addresses various property-related matters, including several key provisions: First, it allows the Indiana Office of the Secretary to apply for a Medicaid waiver to provide long-term home and community-based services for individuals with serious mental illnesses, substance use disorders, traumatic brain injuries, and intellectual or developmental disabilities. Second, the bill makes it a Class C misdemeanor to deposit 30 square feet or more of contaminants or solid waste on another person's land. Third, the bill prohibits local units from adopting or enforcing utility usage data ordinances after May 14, 2025. Fourth, and perhaps most notably, the bill creates new regulations regarding camping or sleeping on public property, making it a Class C misdemeanor to camp, sleep, or use public rights-of-way or public land for long-term shelter without authorization. For violations, law enforcement must first determine if an emergency detention is warranted, and if not, must provide a warning, offer transportation to a nearby shelter or service location, and potentially contact a crisis intervention team. The bill also allows for referral to problem-solving courts for individuals charged with such violations. Additionally, the bill makes various technical amendments to existing laws regarding civil penalties, hearing procedures, and administrative processes.
